SOCL Spring 2021 SOCL Covid-19 Operations Plan and Modified Rules

Covid-19 Procedures

  • Each club must have submitted an operations plan to the Oregon Youth Soccer Association
  • Each club is responsible for communicating both the league and their club operations plan to their membership
  • Clubs should each have a designated point of contact for all matters related to Covid-19
  • Each home club shall have a designated field monitor to manage, spectator limits, social distancing, and face coverings

If a player, coach or game official is found to test positive for Covid-19, please contact OHA for guidance. Also notify the league director and league administrator.

  • The league director and/or administrator will notify all teams that the team with the case has played within the last 2 weeks
  • The league director and/or league administrator will also contact OHA and local health authorities for further guidance on how to proceed and whether or not to quarantine or isolate teams or players

Pregame Covid-19 Check-In/ Isolation/Quarantine

  • All players and coaches are required to go through a screening process prior to each game.
  • Each club is responsible for keeping a log of these forms and responses to be used in contact tracing efforts if necessary.
  • These questions must be asked of each player and coach prior to match play:
    • Have you had a new or worsening cough?
    • Have you had a fever?
    • Have you had a shortness of breath?
    • Have you been in close contact with anyone with these symptoms or anyone who has been diagnosed with Covid-19 in the past 14 days?
  • If a player or coach responds yes to any of these questions, they will be instructed to return home and will not be allowed to participate in the game. They must follow the information below.
  • The coach or team manager should not share that player’s information with anyone other than the club’s Covid-19 contact.
  • Should a cluster of players respond yes to these questions at any one game then the game will be abandoned.
  • Club’s will contact the local health authority (LHA)to report the cluster and await further instructions on how to proceed.
  • Cluster - 9v9 games –4 players -11v11 games –5 players
  • If a player is showing any symptoms of Covid-19, they should stay home for 14 days

Field Capacity restrictions based on County Risk Status

  • Clubs are responsible for establishing capacity limits for their facilities
    • For fields in High-Risk counties the capacity limit is 15% of your maximum capacity.
    • For Fields in Moderate Risk counties the capacity limit is 25% of your maximum capacity.
    • OYSA recommends 1-2 spectators per player in High-Risk Counties and 2-4 spectators per player in Moderate Risk counties.
  • Clubs will submit spectator capacity and any facility specific rules or policies to the SOCL to be published on the SOCL website.

Facial Covering, Social Distancing and Spectator Policies

  • All players, coaches, referees and fans must have a face covering on when they are unable to maintain 6 feet of social distancing (this includes on the field). Face shields and masks with exhaust valves are not permitted.
  • Players on the sideline MUST maintain a minimum of 6 feet of distance between each other.
  • Spectators shall sit on the same half and directly across the field from their team. Spectators from the Home team may not sit on the Visiting team’s half of the field. Spectators shall remain on their half of the field and will not otherwise cross midfield. Clubs are encouraged to post signs that indicate which half of the field is for Visiting Spectators and which is for Home Spectators.
  • Spectators must wear masks or face coverings.
  • Spectators shall maintain a minimum of 6 feet of distance between each other.
  • Players shall avoid unnecessary physical contact. Specifically, this means that players are prohibited from participating in handshakes, high fives, fist bumps, etc.
  • Teams, coaches and spectators must leave the facility immediately following the completion of the game to facilitate the arrival of the next game’s participants and spectators. Please don’t gather at the field or in the parking lot.
